Kolaborasi Pemerintah Dalam Pembangunan Infrastruktur Di Desa Parangina Kecamatan Sape

Abstract

The purpose of this study is to identify the forms of collaboration between village institutions and the village government in the implementation of development in Parangina Village, Sape Subdistrict, Bima Regency. This research employs a qualitative approach, with findings indicating that village development in Parangina Village is carried out collaboratively, involving various elements such as the Village Consultative Body (BPD), youth organizations (Karang Taruna), village youth, as well as religious and community leaders. All these parties hold important and strategic roles in supporting development, both at the national and regional levels, as village development is closely related to the equitable distribution of development outcomes that directly address the needs of rural communities and aim to improve their welfare. In the context of village development, the village government acts as a subsystem within the national governance system, with the authority, duties, and responsibilities to independently regulate and manage the interests of its community. The implementation of these authorities and duties, particularly in the area of village development, naturally requires the support of village revenue sources. One of the key roles of the Parangina Village Government in development is to serve as a distributor of funds, whether sourced from the Village Revenue and Expenditure Budget (APBDes), shared funding from the Regency Government, or social assistance programs such as PNPM. These funds are distributed to the community through a development implementation committee, following a mechanism that includes proposal submission, development planning meetings, and the collective determination of development priorities.
